Service Design Tools

System Scenario

This exercise expands scenario development to consider system-wide changes. Explore how services function within larger social, economic, and environmental contexts. It's about understanding the big picture to design better interventions.

Participants will:

  • Explore system-wide changes and implications.

  • Understand service within a broader system context.

  • Plan for systemic changes, not isolated ones.

  • Consider interconnections and dependencies.

  • Design resilient system interventions.

  • Anticipate system-level consequences.

  • Enable systemic innovation and transformation.

You'll leave with a system scenario developed, a future system state explored, and a strategic plan outlined. Be prepared to iterate; these systems are complex.
Think at the right system level for your goals. Include multiple system perspectives. Consider both intended and unintended consequences. Map feedback loops and system dynamics. Plan for system resilience and adaptability. Test scenarios with system stakeholders. Design interventions that work with system forces. Monitor system indicators, not just service metrics. Don't be afraid to adjust the scope if the exercise feels too unwieldy.

  1. Define system boundaries and scope. Consider:

  • Which systems are included?

  • What time horizon to consider?

  • What level of analysis (local, national, global)?

  1. Map the current system structure:

  • Identify key stakeholders and institutions.

  • Map flows and relationships.

  • Identify feedback loops and dynamics.

  • Note system rules and constraints.

  1. Identify potential system changes:

  • Consider technology disruptions.

  • Note social and cultural shifts.

  • Account for policy and regulatory changes.

  • Consider environmental pressures.

  1. Develop multiple system scenarios:

  • How might the system evolve?

  • What would different changes enable?

  • How would stakeholders adapt?

  1. Analyze implications for services:

  • What new needs emerge?

  • What capabilities are required?

  • What opportunities arise?

  1. Design system interventions.

  2. Plan adaptive strategies.
