  1. Define Scanning Domains (15 min)


  • Identify 4-6 key domains (technology, society, economy, environment, politics, values).

  • Create scanning categories aligned with priorities.

  • Establish geographic scope (local, regional, global).


  1. Individual Scanning (30 min)


  • Participants search for weak signals using diverse sources.

  • Look for unusual events, emerging technologies, new regulations, social innovations, and value shifts.

  • Document each signal with source, description, and potential implications.

  • Aim for 5-10 signals per participant.


  1. Signal Sharing (30 min)


  • Each participant presents 2-3 interesting signals.

  • Capture all signals on a shared board.

  • Focus on understanding each signal (no evaluation yet).


  1. Clustering and Pattern Recognition (20 min)


  • Group similar signals.

  • Identify patterns across signals.

  • Look for convergence points.

  • Name emerging themes.


  1. Impact Assessment (15 min)


  • Evaluate potential impact if signals strengthen.

  • Consider second and third-order effects.

  • Identify signals that could disrupt current assumptions.


  1. Monitoring Plan (10 min)


  • Select top signals to monitor.

  • Assign watchers for key domains.

  • Establish a review cadence.
