It is what Pro costs when billing starts. We would rather show you the number now than surprise you with it later, and paying yearly takes it to $16.
New subscriptions start with a 7-day free trial, so nothing is charged until it ends; accounts that had the launch-week trial go straight to their discounted first year instead. Either way you can cancel any time from Settings and keep Pro to the end of the period you have paid for.
